Call for Portland Video Creators!
The Portland Events and Film Office is seeking freelance video creators with an interest and/or background in the events and film industry to create short video reels for social media. We want to collaborate with creators who have a genuine interest and connections in these dynamic fields and who share our passion for storytelling and dedication to showcasing the vibrant, diverse spirit of Portland's events and film scene.

Our Vision and Values
The Portland Events and Film Office showcases Portland’s cultural landscape and celebrates the diversity of our creative talent, businesses, and communities. Working collaboratively with city offices, Portland Events and Film deploys grants and sponsorships to elevate the economic value of cultural programming and local production in our community.
This program encourages video creators to apply who are from historically underserved communities in the Portland area, which may include people who identify as Black, Indigenous and/or people of color, people who speak English as a second language, people living with disabilities, women, LGBTQIA2S+, people on the gender spectrum, people experiencing houselessness or low income, people impacted by the legal system, immigration and/or incarceration. All are welcome and encouraged to apply.
Video Creators will:
Create two short-form videos for social media that further enhance or expand the content objectives of the Portland Events and Film Office’s social media channels.
Pitch new content ideas or pitch ideas based on the alignment with the topics of interest stated below. These videos will be posted between March and July and should be appropriate to the season.
The videos will align with these key topics of interest:
Behind-the-Scenes insights
A “Day in the Life” of either an event producer or filmmaker
Interviewing industry professionals
Tips for getting started and working in Portland's events & film industry
Attending local events
Highlighting local event and film venues
Local production studio locations
Unique filming locations
Exploring local hotels

Once approved, each content creator will produce two short-form videos of 45 - 60 seconds in length for social media that will be posted between March 2024 and July 2024.
Video content will be edited by creators, including any music, voiceover, or captions, and be ready to upload before submission. Any music/audio must be licensed for commercial use.
Video submissions must be edited in an external application like CapCut or Premiere Pro. Please do not utilize story templates on Instagram.
Submission and review:
A Google Drive folder will be provided for video upload.
Please provide an accompanying draft of the “social copy” and all relevant Instagram tags.
Email us at film@portlandeventsandfilm.com when all videos are uploaded.
Each video will be subject to a single round of revisions in response to feedback from staff.

$375.00 per video on a contract basis. Contracts will vary in length of 2-5 months.
Reimbursables:
Reimbursables may include admission to events/attractions featured in the video and/or purchase of applicable food/beverage or products used in the video (plus 20% gratuity).
All reimbursables require pre-approval.
Expenses not reimbursable:
Mileage and transportation costs
Drugs and/or alcohol purchases
Any unrelated video production expenses

All submitted video content will be owned by Portland Events & Film and shared throughout our social media channels and on our website.
In addition to the compensation listed, Portland Events & Film will credit the creator by tagging them on Instagram. We encourage you to share the video via your own personal social media platforms.

Knowledge and work that reflects sensitivity and awareness of Portland’s equity gaps in resources to underserved communities

Support and collaboration will be provided, including:
Editorial guidance from our social media team
Invitations to networking opportunities with other content creators
Acknowledgment of the creator’s work via promotion of published videos on social media

Portland-based content creators that meet the criteria for eligibility will be evaluated by a panel of staff. All eligible submissions will be weighted with the following priorities in mind:
Experience with videography and editing
Demonstrated examples of completed work
Familiarity with social media video editing software like CapCut or Premiere Rush
Knowledge of Portland’s diverse communities and history within the context of social issues and equity gaps
Active, engaging social media presence on Instagram
New and compelling ideas to engage a diverse range of viewers

No, we are seeking collaboration with content creators who are familiar with and live in the Portland Metropolitan Area. (This includes Multnomah, Washington, and Clackamas counties.)

This content is intended to enhance the visibility of the Portland Events and Film office and the community that accesses our resources and attends our events. This includes filmmakers, attendees of all-ages events, and others who are interested in activities around the city. Content should appeal to people of all ages and backgrounds.
